[comp.std.unix] How does one criticize P1003.2?

In the mail today, I received a short excerpt out of draft 9 of the
P1003.2 (proposed) standard.  Taking a look at a random page, I came
across the description of fold(1).  It's hardly an important utility,
but it is at least non-trivial.  Thinking a little about how it
could be implemented, I quickly decided that it cannot be done
correctly on machines with finite amounts of memory, because of an
error in specification (details on request).

As I don't have the entire draft, I don't know how to register an
objection -- or at least a request for clarification.  Could someone
tell me how I can do this?

P.S.  I hope the fold specification is not indicative of the rest of
      the standard.
