We have both system V and BSD on our Apollo's. Everything seems to be configured for BSD, but whenever I telnet I get a system V shell. What is the reason for this and how can I get a BSD shell instead. Add a field in the /etc/passwd, put in /bin/csh for the last (missing)
field for every user.

What's your shell in the passwd file? My guess is it's /bin/sh, and should be changed to /bin/csh.
You'd probably not notice it logged into the DM since then the shell you get is typicall controlled either by
some startup file, or by the key binding you use to pop up a new one. If you update the passwd file, don't
forget to run crpasswd.
