No, that's not what it means.  I'm not sure what that really means.
You have to select one or more tcp-adminstrator nodes for each Domain
ring--it works best if you only one administrator per ring, but we
have had two in one ring for a limited time with some success.  The 
U of I has many separate domain rings all connected to our internet
backbone.  Each ring must, of course, be configured as a separate
internet subnet.

A word of warning:  the standard domain tcp (version 3.0), is full
of bugs.  Make sure you get the tcp patch (available in the Oct. 1987
patch tape, patches 56 and 57).  If your salesman is like ours, he
won't know anything about a patch tape.  Insist that he find out and get
you one.  It will save you a lot of grief.  The next tcp (version 3.1)
is supposed to fix these bugs.
