[comp.sys.apollo] New TeX to become standard

The version of TeX which has lived in /usr/local/test/bin for quite
some time will become the system standard on Monday, November 14th.
There is still not a satisfactory previewer built for the new release,
so in the mean time the old previewer will have to suffice.
