Could NLS be used with products such as GMR and 3D GMR, where the only difference between a development license and a runtime license is whether or not you have the necessary insert files? I can understand how an executable program (like a compiler) could simply refuse to execute if the NLS server has not passed it a valid key, but how would you prevent someone from reading the insert files? You could put a lock in the runtime libraries, but this would lock up the runtime licenses (which apperently are bundled with the machine) as well as the development licenses.
