Thanks to Peter Craine for pointing out how to make root have the same keymappings and tty behavior as non-root accounts. It turns out that (on my machine) although root and ordinary accounts all have their environment set to bsd and shell set to csh, root gets its key definitions from /sys/dm/std_keys.basic, while the others get their key definitions from /sys/dm/std_keys.unix. That's why I was perplexed about the differences. I still wonder why root only gets the key defs from std_keys.basic, though.
