[comp.sys.apollo] reducing default priority of user processes

Is there an easy way to change the default priority of user processes. I tried
the following, but it is not quite satisfying:

o /etc/renice, (e.g. -u) reduces priority of actual processes.
   - : the display-manager's priority is changed as well
   - : processes created thereafter with cp or cpo have still 3/x/14
o calling /com/ppri in ~/user_data/startup* has not effect at all

o renice or similar with who and cron, this seems to be an overkill ...

so is there a way to tell that all user-processes have another default instead
of 3/x/14?

Thank You
Ulrich
