Mach knows nothing about filesystems.

You must be referring to the mixed 2.5 system, where the Berkeley Unix
filesystem (and other things) lived in the kernel... old days.  We (CMU) do
not use quotas, could very well be that either we broke the code (which is
still there I believe) or that it was broken to begin with :-)).
Either way, can't help you, sorry.
