[ut.na] NAg Fortran Library license for Unix machines

UTCS is attempting to organize a site license for NAg Fortran library for
University of Toronto. If successful, it would mean that individual sites would
pay much less for the Library than an individual price. For instance, license
for UNIX based workstations would be about $500 a year instead $1300. Savings
could even be greater if more than 20 sites took the license. Find below a short
summary of contents of the Library.
