You can submit a paper for the conference and identify people in your organization and professional circles who will be interested in submitting a paper. Students and new graduates can identify more experienced people (seniors professionals, professors) interested in organizing a tutorial or paper session and pursue it. I will be glad to guide and provide help for any of the activities.
