[rec.games.empire] conquer - what to do and not do

In reference to the recent compilation problems on conquer, I think it is 
simplest to just to keep ORCTAKE commented out in header.h.   This makes the
code that does not compile (the mvaddstr and (*count)ry lines)
go away.  I never did like that option myself, and playtested
it without using it.
