[net.bugs.uucp] uucp doesn't call but one remote per invocation of uucico

We run USG 5.0 UNIX on a VAX-11/780.  We have one ACU.

When my system calls another and has completed transactions there,
if there is work queued for a third system it will attempt to call
it as well.

The problem: In this situation the LOGFILE says "NO (DEVICE)" and
the call attempted to the third system fails along with call
attempts to others with work queued.  How do I get uucp to call the
third (fourth, ...) system in the same invocation of uucico?
