   We have seen this problem on two HP laserjets (same as Apple engine).
Our understanding is that when you change the toner cartridge, you should also
change the wiper pad in the fuser cover. While you have the cover up, just flick
the points of the "teeth" on the underside of the cover. This removes toner
residue which can build up on them, causing wear on the roller.
   Your user from Sun is correct-refill cartridges tend to leak more toner,
increasing the likelyhood of the problem. He says he's had umpteen millions
of pages without seeing this problem,and he also seems to be down on
refills; it may say something for the reliabilty of new cartridges.
Like a lot of bargains, refills may have a larger 'hiiden' cost .
   The "teeth", by the way, are offically called 'seperation pawls',
and they 'assist in peeling the paper off the roller'. I can see why the user
you tried to jimmy them out of the way ended up with worse problems.
   My understanding is that the seperation pawls are supposed to rest
near the fuser roller, but not actually touch it. If you watch as you
close the fuser roller cover, they pull out the way as they go past the
widest spot on the roller.
