The planned increase in modem costs is part of the Bell
companies plans' to charge for actual services used.  It seems
likely that in the coming digital network, voice services will
cost more than data services since a digitized voice signal
requires 56,000 bits/sec. of circuit-switched channel bandwith.
A 1200 bits/second digital signal requires about 1/50 of that
bandwith, possibly packet switched.  It could be that telegraphy
is the wave of the future.
