In the absence of a suitable shareable image (e.g. Jnet_Mailshr, Janet_Mailshr, etc...), VMS MAIL is quite incapable of using addresses of that form; it requires addresses of the form <protocol>%<node>::<user> Are you, in fact, using some foreign protocol handler, or were you hoping that VMS MAIL could deal with such addresses without assistance ?
