Perhaps you mean "ISDN" rather than "ISN"?  Anyway, ISDN stands for Integrated
Services Digital Network.  It refers to the evolution of data communications
where a single data link carries voice, data, graphics, network packets, etc.
at a rate of 64 kbs or better.  The standards are being considered at the
CCITT conference in November.

I don't know of any AT&T announcement, since this is a very new area of public
data communications.  The first ISDN in the world is being intiated by the
British, namely British Telecom.  The regualtory and business climate in the
U.S. have historically made it difficult for public data networks and other
such niceties.  Even if CCITT approved a standard communications for ISDN,
the FCC would have to approve it, and AT&T would have to make quick money on
it to satisfy stockholders.
