This will, of course, require that users putting paper in the printers
always insert the paper properly or EVERY job will be printed "wrong".

The solution I'd adopted was to print two burst pages at the start of
a job (and no file separator pages).  The appropriate qualifier for
the START or INIT/QUEUE commands is "/SEPARATE=(BURST,FLAG)".  With
this, every job is preceeded by two flag pages.  One of these pages
can be discarded, if necessary, to result in a job with a flag page
facing up!
