[comp.os.vms] Mailbox bloat

It's bad enough that anyone who sends to the list get failed mail
messages, but now people who AREN'T sending the list are getting
failed mail messages in reply to other people's mail!

Can this be fixed?  If not, can we at least keep headers down to
two or three pages?
