[comp.os.vms] Time charges algorithm needed

I  have  a  couple  of  general questions on the subject of time share
charges that perhaps some one out there could help me with.  

     1.  For  *any* given computer system, what rational would one use
         to  establish  what  the  charges  to  individual  users   or
         departments  should  be?  It is assumed you know all the real
         costs associated with owning and running the system.  

     2.  Is  there  any  sort of "official" standard or reference that
         can be used to justify the rational to corporate bean counter
         types?
