[comp.os.vms] Needed: function to set file time

I'm looking for the equivalent of the utime() function found on UNIX
systems to use in a VAX/VMS C program.  This function will accept a
filename and a date/time value and adjust the modification time of the
file to the specified value.

I understand that this can be achieved via an RMS extended attribute
block, but the whole procedure seems to be a bit complicated and not
easy to figure out from the RMS manuals.  Does anybody have a function
that is already written that does this?  It should be callable from a C
program.
