[comp.os.vms] VAX ELN bootable from VMS system disk?

Is it possible to use VAX ELN if one has only one (micro)Vax with a single
disk.

Can that (micro)Vax be used as the development system running VMS,
then build an ELN system on the system disk and
finally boot this (micro)Vax with the newly created ELN system?

Can this be done e.g. by using rooted system directories [.SYSn]?
