[net.dcom] More on High Speed Modems over Dialed Circuits

A while back I spent quite a few nights debugging a
system I had installed in New Zealand, from
Norwood MA. It was invariably true that if I
dialed them up, the connection was unusable,
but if they rang me, we could transmit for
hours without problems. This was all at
4800 using phone company equipment over normal
dialup lines here, and standard post office
	equipment in N.Z.

	I never did understand why.

Then again, I wasn't selling modems so I didn't really
	care too much either.
