I tried to respond directly to Mike at the following address

In regard to the question of how to get the bit definition for the
FDL variable, FDL$V_FDL_STRING it was pointed out that the bit number is not 
listed anywhere. 

If you do the following command you will get the values for the
macro parameters.

$library/output=sys$output/extract=$fdldef/macro sys$library:starlet

The output will go to the screen for your reading. If you need 
other type values, the macro libraries of starlet and lib located
in SYS$LIBRARY should be searched.

There is a lot of good info in these files.
