[comp.os.vms] Why are there soooo many repeats of the same msg on info-vax?

What's going on out there?  There have been an inordinate number of repeat
messages over the last 2 weeks or so.  Upon examining the headers it looks like
each one only had one originator, but additional copies just keep getting
generated. 

For example, I've seen the following request from Art at least 12 times in the
last 24 hours.  I'm pretty sure he only sent it once, so where's all the copies
coming from?  (this is also only one of at least a dozen msgs that I've seen
that appear to be doing the same thing).
