I don't know where the subject field came from.  The question was about
a system manager who was handing out the privilege to change mode to kernel
so that applications programmers could access files in user's directories.

If the applications programmers were put into the same group as the users,
you could give them GRPPRV which would allow them to access all files (in
most cases) owned by users in the same UIC group as they are.  Or if you
want to keep them in different UIC groups, make an account with GRPPRV in
the UIC group of the users whose files they need to access, and give them
a DECNET proxy to that account or just username and password.
