[comp.os.vms] IP/TCP by DEC in Europe?

IP/TCP is supported in the U.S. by DEC, I've heard.
As far as I know, DEC is *not* supporting IP/TCP on the European
continent. 
Am I wrong? If not; is there any possibility that DEC will
choose to do this in the near future?
