The VMS 4.6 upgrade doesn't handle VMSMAIL.DAT properly. It apparently constructs a new VMSMAIL.DAT from SYSUAF.DAT, and therefore doesn't preserve mail directories or forwarding.

I don't know exactly what happened in Carl's case, but we certainly had no such problems here when we upgraded from VMS 4.5 to 4.6. Our mail directories and forwarding was left intact.
