[comp.os.vms] Setting a file's creation date.

A while ago, I asked the net for help setting the revision date of
a program.  I got back several appropriate answers, and that problem
has been solved.  Thanks especially to the fellow who sent me TOUCH.C.

I thought I'd be able to figure out how to set the creation date from
that, but it wasn't obvious.  Anyone got a code fragment for that?
C is preferred, other languages should help me too.
