A recent article in this group states that the CMU updates to TEK TCP-IP cannot be exported from the US as it was developed using DARPA funds. Did DARPA stop this one program specifically or is the prohibition in the samall print to the funds on a grant? Could CMU apply to DARPA for exemption for - say - academic sites in friendly countries. I cannot see that an implementation of a publicly defined protocol is of strategic importance. I can understand that DARPA would not want to find their funds going towards a commercial product though.
