I have gone extensively through the NSP spec and there is no datagram service that I can see. In addition, the routing layer is designed to be used only by a single client, so there is no way to get datagram service by sharing the routing layer with NSP. The only datagram service I know of is by sharing an Ethernet Data Link layer with the DNA Routing layer. This, of course, only works on a single (extended) LAN. I have taken only a quick skim over the Phase V document and did not find the section you mention.
