VMS is wierd in the way it handles "C" command line args.
Take "foo.exe" and assign it like this:
foo :== "$ your_logical_disk:[directory]foo.exe"
VMS thinks any "C" program is "foreign" and so we treat it like a
"foreign" program. Now you can type in:
foo arg1 arg2 ... argN
Oh, the number one thing is that the "$" must be first after the
double-quote character.
