[comp.os.vms] IBM standard label tapes

HI,
    I am in a situation where I would like to be able to write an
IBM standard label tape.  Has anyone written a utility to write such
a tape?  I would rather not reinvent the wheel if I can avoid it.
All I am oooking for is the basics.  I can then add my own bells and 
whistles. Preferebly in C or pascal but I'll take anything.
