I received the following replies to my attempts to discover the problem
with Bitnet distribution of Info-VAX.

I cannot offer a full explanation, but basically the problem with LISTSERV
was an accident.  Some limit was exceeded and this stalled the machine.
This was not discovered for some time, about two weeks (not one month).
The machine it runs on is a secondary machine and does not receive as
much attention as it should.  The files were being released gradually,
so as precisely not to "flood the network".  We were hit with substantial
additional RSCS problems today and LISTSERV is currently logged off.

 Thanks for keeping us posted on INFO-VAX. Yes we did have some difficulties.
LISTSERV has a limit of a of 50 files per list. INFO-VAX frequently
exceeds this amount. Unfortunately, with other problems to address, I didn't
notice that INFO-VAX on VTVM2 was being held. I freed it up last week just
before your note to our Vice-President. Of couse, I didn't want to "flood"
the network, so I only let a portion of the files go, allowing it to be
held again, until those files could get out. I started up another batch of
INFO-VAX files the next day also and as far as I know its been running
smoothly. Regarding your question as to how I might keep this from happening
again, I have inserted a query to all of the listserv lists in my profile, so
that I will know when one is having trouble. This has not been a frequent
(as its never occurred before), and I can't see where it will happen again.

If you have further questions regarding LISTSERV, please let me know and
I'll try to address them.
