[comp.os.vms] Time in your DCL prompt

I have already tried that clever little program to place the time in your
DCL prompt. I will test it for CPU use shortly, although it appears trivial.

For anyone who cares, it DOES work under V5! Actually, V5 didn't change
much of anything in the areas involved in this routine, so I was not too
surprised. It's just nice to confirm it.

I'm looking at modifying it to allow for other prompts, but I'll probably
never get around to it.
