[comp.os.vms] How to tell what utility wrote a file

Is there a general method for telling what utility wrote a file, assuming
we are talking about DEC or commercial utilities, not home grown things?
Neither DUMP nor ANALYZE/RMS are satisfactory.

Unless you can tell from the filename who created the file there is no way
to tell who made the file. You can tell what user, but not what program 
created a certain file.
