[comp.os.vms] "HELP ME" - Rip-off warning

Chances are greater than zero that "Jay-jay" is a mail fraud: 

   no name was signed to the posting,
   the net address (if it's valid) isn't at the U of Nebraska,
   cash money, no checks, was requested, and
   no street address was given (Jay-jay has an anonymous PO Box).

I may have an unkind mind, but there's a bad smell rising here.
