I tested the program given with VAX C V2.3-024 under VMS V4.7,
without any problems.

Are you sure your VMS is up to the required version?
Once there was a bug in malloc() within VAXCRTL,
which was fixed by the VMS V4.6 mandatory update and by VMS V4.7.
