The General Assembly authorized the Commission to adopt procedures for the issuance of special certificates to persons offering telephone service to the public by means of coin, coinless, or key-operated telephone instruments. In response to the action of the General Assembly, the Commission has concluded that a general investigation should be held to consider procedures for the issuance of special certificates and to determine the appropriate terms, conditions and rates for customer-owned pay telephone service and the terms, conditions, rates and charges for interconnection to the local exchange network.
