The signalled message vector can include FAO (Formatted Ascii Output) arguments
such as the address of a string descriptor (which is likely how the command
line portion is passed in the signal from CLI$DCL_PARSE).  Descriptions of
message vectors can be found with the $PUTMSG system service (System Services
Reference Manual, page SYS-328).  Descriptions of how to make your own
condition signals with FAO arguments are found in the Message Utility Reference
Manual.
