Does anyone out there know of a successful and cheap (or free) TCP/IP
implementation that would run on a PDP-11/23 under RSX-11M?
Hows about some sort of BBoard system for the same?

As long as I'm asking for the improbable . . . Does anyone out there
know of someone who would be willing to make a tax-deductable contribution
of a computer system (like a PDP-11/70, or VAX-11/730, etc.) to the University
of Iowa student computer association?

(I have a likely source of a PDP-11/23, but it can't run the new BSD2.10
(hence the request for RSX info).  We are hoping to put together a system
on which to host a software archive for the internet and also provide
dial-up BBS services.)
