[comp.os.vms] Wanted: Outline font editor and/or fonts

Does anyone know where I can get a font editor that defines fonts in terms
of outlines and holes (rather than bit-maps or hershey type vector fonts)?
I'm incorporating this into an in-house, not to be resold system I'm
developing. I either need a working product for VMS, or source code that I
can port/modify. I would prefer something freely available, but we could
look at commercial products as well.

If it is something I can modify, I don't care what format the font is in
(i.e. what it thinks the font is for), but if it is a product, it has to be
something I can read and decode (no proprietary undocumented stuff). I am
producing output on a Versatec plotter as part of a plot, not on a printer
or typesetter, so I need to be able to decode the fonts into polygons that
I can transform and do area fill on.

Also, if anyone can tell me where to get such fonts (free of for money), I
would greatly appreciate it. I must be able to do western languages
(including things like accents and umlauts), cyrillic (russian), and
oriental (not clear on exactly which yet, but Chinese and Japanese of some
description is a safe bet).
