[net.news] automatic reply to net.test

We have installed an automatic reply to net.test as per the earlier
suggestion on the net, albeit a slightly more polite version:

	read from who rest
	mail $who <<!
	Your net.test article was received here at `date`.
	We trust it was really necessary to send it to the whole network.
	!
