[net.news] Where do the screwy expiration dates come from?

Does anyone know where the strange expiration date in the following
message header comes from?

You might suspect the brl-bmd gateway, but this message doesn't have the
problem:

The difference seems to be the path taken by the first message, which goes
through decvax.  Could decvax be doing it?
