I think that they should be merged. In fact, I read news via Mail (we have an option to list by newsgroups), and send news via Mail (simple interface script and an alias). To try to create an "interface similar to Mail" will still be two different interfaces, out of sync, and confusing. Really, what is needed is a general text front end, for text creation and manipulation. editors (ex/emacs) come close if started with templates, but lack interfaces to read/forward articles, etc..
