There are problems with moderators for each group, as others have indicated. How about something similar to the Novice bands for ham radio? A net.novice new group can be provided as a group in which beginning news users can practice. Veteran users can still steer clear, and new users can move to regular news groups after they have picked up the mechanics and customs of net news. The net.novice messages needn't be circulated to all of the net. It should be sufficient for small groups of sites to exchange net.novice to let their beginning users practice.
