[comp.windows.x] Where do I put .Xkeymap?

I have a Vaxstation 2000 running DEC Worksystem 1.3 (aka X.V10R4, only
DEC put the X server in the kernel). The problem I have is that no
matter where I put .Xkeymap and .Xdefaults, the initial login window
(run by getty) seems not to read them. My .Xkeymap maps the "`" key to
escape, and this works fine except on the initial login window. I've
tried putting .Xkeymap in /, and in /etc, and a few other places I
could think of.

Has anyone got an answer for this? It's annoying to have to keep my login
window iconified and off in a corner because the keyboard isn't what I
want.
