Cleaning up redundant stuff from zap.mit.edu:/contrib has not been high
on our priority list. It probably should be, as the X11R2 distribution
contains fixes from some of the contributors.

I would like to take the attitute that things in /contrib are the
responsibility of the contributor, including removing a submission
when it is obsolete.

Oh yes, as to providing a directory hierarchy for old versions of
things, I believe that is un-necessary and would only compound
confusion. Dealing with bug reports would be a nightmare.
Besides, zap doesn't have the disk space.
