It is by Paul Abrahams. It talks about isolating the various network users from each other on ARPA, Usenet and CSnet, to mention a few. He states that ARPA grouped many researchers together by allowing them to communicate freely. This had the side effect of isolating them from other researchers who did not have net access. He also shows the various networks generate different groups. That is, the people on Usenet are different from the ARPA group. Do pick up a copy and enjoy. Derek Andrew
