[net.news] When can we split newsgroups from distribution?

Now that more people are running 2.10, how about splitting newsgroups
from distribution?

In this case you get a group called "sf-lovers" and a distribution
called "net" along with many others, like local, or statewide.

[Note: to do this, people must be sure their "sys" files contain lines
like site:net,fa,ug,btl:B rather than site:net.all,fa.all,ug.all,btl.all
since the latter will not work.  You should have the former anyway, as it
is smaller and works as well.]

Anyway, 2.10 sites can do this.  We need a small interface in the OLD
code for 2.9 sites so that distribution codes are put on the front
of items.

This is a good step on the way to K news.

The only problem is the rare case where the name "general" is in use
both locally and netwide.  The answer is the one people have been suggesting
for some time, which is to change this to "announcements" or likewise.
This would also solve the net.test problem somewhat.

(We should work on this anyway.  Most sites should probably not forward
net.test since I have never seen it used legitimately in my more than 2
years on the net)
