[net.news] removal of non-legal groups

	Let's do some fall cleaning and remove the non-official groups.
net.unix poped up with no discussion.  There HAD been discussion
of forming a novice group, but nothing definite had been decided.
I had proposed net.unix.novice and net.unix.wizards, others had
proposed net.unix-novice, etc.  NOTHING was decided.  I say let's
blow net.unix out of the water until there is consensus on it.

	Similarly, the net.oa group seems to be a group for
discussing what oa is.  Do we really want net traffic to consist
of that type of stuff (in addition to net.flame and net.jokes)?

	Are there others?  Come on, administrators, let's be
responsible.  Most are, but it only takes one to cause monumental
problems on all the machines.

net.oa was a group a couple years ago, for office automation.
It hadn't been used, so it was removed last November in the
first Great Apocalypse (remember the spring cleaing in the fall
business?).  net.unix has indeed sprung up, and without discussion.
I also favor getting rid of them (again).
